LUCKNOW: After government-to-citizen (G-C), information technology has now taken a step ahead towards government-to-employee (G-E). The secretariat administration has initiated phased computerisation of all sachivalay records related to employees.
Of course, G-to-C is on with the usual hiccups despite the fact that IT now has backing from even UP Development Council (UPDC), but under the two-pronged G-to-E mode, while welfare of secretariat employees has been taken care of, the employees will automatically get trained in online working.

This would, in turn, reflect in their working as far as citizen welfare is concerned.
While principal secretary secretariat administration (SAD) V Venkatachalam mentions that they had already started issuing computerised gate passes, the next step is to connect all the departments in the secretariat to the gates.
What will be a boon for the 7,000 odd employees in the secretariat is however, the computerisation of accounts department. All service books, provident fund (PF) and pay accounts will be brought online. Subsequently, "We can also bring all administrative data online," says Venkatachalam.
Though acquiring adequate hardware still had to be worked out, the National Informatics Centre (NIC) was helping in developing software for the purpose, he said, adding that employees also had to be trained for the task.
NIC senior technical director and state informatics officer SB Singh says that sachivalay will have a mega portal with all information pertaining to welfare of employees.
Often, mentioned Singh, there was a situation at the time of retirement of an employee that a particular entry was missing in the records. The person then had to run from pillar to post and a considerable period of the next year was spent on getting things in order for being able to draw pension.
After the system is in place, the employees, says Singh, will be able to get their records for pension the same day they retire. Data transfer for the PF is in progress, mentions Singh.
Also, all the rooms in the secretariat are Internet-ready with lease lines going through each room. Besides, all campuses of the secretariat are already radio-linked. This would automatically gel with UP''s IT policy to be prepared by Infosys as the level of preparedness is what will count ultimately.
